ELM 9.2: Adding a Supplemental Learning is Not Adding all Selected Learnings after Saving

Symptoms
By adding a Supplemental Learning is not adding all the selected learnings after saving.
After adding 1 supplemental Learning a Save is performed and after the second one is added a new save is performed, however, the second one is not retrieved.
Steps to replicate the issue:
Pre-requisite for testing: Navigate to Set-up ELM > install defaults - Enrollment: disable the Approvals for supplemental learning
1. Navigate to Enterprise Learning > Learner Tasks > Add Supplemental Learning
2. Select a Learner
3. Select the learning type: External learning
4. The Firstly added program was correctly saved
5. Added a Second program and save
6. Navigate to Enterprise Learning > Learner Tasks > View All Learning
Notice: Only the first Supplemental Learning was added, the second one was not saved.
