ELM 9.2: Deny Approval for Class Enrollment: the Manager Can No Longer Enroll Learner Into Class (Doc ID 2970366.1)

Symptoms

If the approval for an enrollment is denied by the manager, than the manager can no longer enroll the learner into the class again or into another class of that course via Manager self service.

Steps to replicate the issue:
1. Enterprise Learning > Catalog > Maintain Courses : Create an active course with Approval Type: None
2. Enterprise Learning > Catalog > Maintain Classes:
Class 1 standard approval – restrict to program
Delivery Method: Blended Learning
Class 2 standard approval – restrict to program
3. Enterprise Learning > Catalog > Maintain Programs
Approval Type: None
Check Parent Status Based on Child, Enable Auto Enrollment, Auto-Register on Enrollment
4. Enterprise Learning > Catalog > Rebuild Indexes > Build Search index > Rebuild all indexes
5. Login as the Manager and Register learner to program, Note: Both Classes are available for Enrollment
6. Login as the Employee: Employee Self Service Fluid Homepage > My Learning: Enroll into the First class, enrollment was submitted for Approval
7. Login as manager and deny the enrollment request
8. Try to enroll learner again in the class as a manager = NOT POSSIBLE
9. Try to enroll in another class of the program as a manager = NOT POSSIBLE
After deny: no classes are visible: I can only see the course
10. Login as the Employee: Only the second class is available for Enrollment
