Data Archival Process Does Not Affect Any Data When Archiving Procurement Card Commitment Control

The issue can be reproduced at will with the following steps:

1. Make sure that there is data on KK_SOURCE_HDR for 'PO_PROCARD'. Run the query: SELECT * from PS_KK_SOURCE_HDR WHERE KK_SOURCE_TRAN = 'PO_PROCARD'
2. Go to PeopleTools > Data Archive Manager > Data Archive Manager (Manage Archive Objects). Make sure Archive Object for KK_ARCHIVE_SHDR_PROCARD exist
3. Go to Menu > PeopleTools > Data Archive Manager > Archive Data to History. Run PSARCHIVE
4. Go to stout file and note that KK_SRD_PO_CARD HAS 0 row(s) processed.
5. No rows returned. Run the query: SELECT * FROM PS_KK_SOURCE_HDR_H
