Employee's Coverage Is Not Defaulting to the Option Set as Default on the Benefit Program (Doc ID 2971148.1)

Benefits Administration is defaulting a rehired employee into a Benefit Plan, although the Waive Option is set as the Default for the Plan Type on the Benefit Program Table.

Steps to reproduce the issue:

     1. Benefits Administration prepares the Event for a rehired employee (Navigation: Benefits > Manage Automated Enrollment > Events > Run Automated Event Processing).
     2. Log in as employee.
     3. Navigate to Employee Self Service homepage > Benefit Details tile > Benefits Enrollment.
     4. Select the Plan Type tile.
     5. A plan shows as elected.
