EPY: Incorrect Amount For PERS Deduction When Retroactive Pay is Calculated

Symptoms
Incorrect amount for PERS Deduction that is using a special accumulator when Retroactive pay is calculated.
PERS Deduction has two different effective dated rates for employee and employer rates between Retro effective date and it is only looking at the current row on the Retirement Plan Table
The issue can be reproduced with the following steps:
1. Employee is enrolled in the Retirement Plan benefit - Benefits>Enroll in Benefits>Retirement Plans
2. Retirement Plan Table indicates 7.25% for employee that is using a special accumulator - Setup HCM>Product Related>Base Benefits>Plan Attributes>Retirement Plan Table
3. Confirm a few pay periods between (01/01/2023 to 06/30/2023) for a test employee that is enrolled in the Retirement Plan
4. Go to JOB and insert a new effective date row of 02/05/2023 to make a higher compensation change - Workforce Administration>Job Information>Job Data
5. Go to the Retirement plan with effective 04/30/2023 where employee contribution increased to 8% from 7.25% - Setup HCM>Product Related>Base Benefits>Plan Attributes>Retirement Plan Table
6. Verify the retro request trigger is in Request Summary based on that JOB change - Payroll for North America>Retroactive Payroll>Retro Pay>Process and Review Requests>Request and Trigger Summary
7. Run the retro calculation process for that test employee - Payroll for North America>Retroactive Payroll>Retro Pay>Process and Review Requests>Calculate Retroactive Pay
8. Create Paysheets - Payroll for North America>Payroll Processing USA>Create and Load Paysheets>Create Paysheets
9. Load retroactive pay to paysheets - Payroll for North America>Retroactive Payroll>Retro Pay>Process and Review Requests>Load Retro Pay to Paysheets
10. Run payroll calculation - Payroll for North America>Payroll Processing USA>Produce Payroll>Calculate Payroll
11. Verify the retro earnings amount and special accumulator for Retirement Plan are the same - Payroll for North America>Payroll Processing USA>Produce Payroll>Review Paycheck
12. Verify the PERS deduction is looking at the current rate to calculate the deduction
