When Selecting to Waive a Medical Enrollment That Has No Dependents Enrolled, a Warning Is Incorrectly Received: You have selected to waive coverage. All your enrolled dependents will be de-selected.

Symptoms
When an employee selects the Medical enrollment tile from the Benefits Enrollment page, unchecks the dependent and then clicks to Waive the coverage, the following warning message is received on the page:
Warning:
You have selected to waive coverage. All your enrolled dependents will be de-selected.
Select Yes to continue. No to keep your current selection.
The issue can be reproduced at will with the following steps:
1. Log in as employee and select the Open Enrollment Tile.
2. Select the Medical Tile.
3. Uncheck the Dependent.
4. Click on Waive to see the message.
