Students Are Able to Drop All Classes in the Term When a Minimum Load is Set for the Academic Program (Doc ID 2972829.1)

After setting a minimum number of units on the academic program and term activation students are able thru self service to drop all of their classes, and administrators who lack the ability to override the enrollment limit are able to drop the student from all their classes.

The Minimum units should prevent student and users from dropping all classes and give the   the error Unable to Drop class, will drop below required minimum units for enrollment. (14640,13)
but the student is allowed to proceed and drop the class.

The issue can be reproduced at will with the following steps:

1. Set the minimum enrollment units on the students program to 1.0 units at
Set Up SACR > Foundation Tables > Academic Structure > Academic Program Table (Enrollment tab).

2. Open the Academic calendar at
Setup sa cr > Foundation Tables > Term Setup > Academic Calendar (Session 2 tab) and set the Drop (Retain Record) field to a date in the past.

3. Finding a student enrolled in your Program for this term Drop the student from all their classes.
Records and Enrollment > Enroll Students > Enrollment Request (add a new request for your student)
Populate the action of Drop and select the first class. Press submit.
The drop should be successful with 2 messages:

Message Sequence 1
Enrollment Drop Date is Past Drop With Penalty Date. (14640,45)
The enrollment drop date is past the pre-established drop with penalty date. Drop was processed as within drop with penalty date.

Message Sequence 2
A Grade of W has been assigned for this Drop Request. (14640,144)
The drop transaction assigned a grade to the student, leaving the student in 'drop enrolled' status.

4. Repeat to drop all the students classes including the final class
Note the drop never fails with the message "Unable to Drop class, will drop below required minimum units for enrollment. (14640,13)"
