E-PRCS Emails Not Being Sent From Process Scheduler (Doc ID 2972942.1)

Symptoms

E-mail notification or reports are not being received when the distribution is set to "E-mail".

The issue can be reproduced at will with the following steps:
1. Log into Peoplesoft.
2. Navigate to Peopletools > Process Scheduler > System Process Request.
3. Select a process with the options "Type" "Email".
4. Observe no Email is received.

No error was observed in the SMTP log. The SMTP server was showing error "DSN: Service unavailable"
