When Clicking Validate on Assign Awards to Students, Need Override Flag Does not Prevent Reduction of Item Type with Edit 9409 (Doc ID 2973671.1)

Symptoms

On Assign Awards to Students, when setting the need override flag on an item type, then clicking the Validate button, the item type is still being reduced with edit 9409, which states: "If IM base need exceeds FM based need and Federal funds have been offered, subsequent awarding is limited to remaining FM need."

It's expected the item type should be allowed to validate without being reduced, based on the documentation on the Need Override box which states: "When this check box is selected, only fiscal limits and aggregate rules are applied during validation."

The issue can be reproduced at will with the following steps:

  1. Navigate to Financial Aid > Awards > Award Processing > Assign Awards to a Student, for a student where the Need Summary tab shows Institutional Need greater than Federal Need and an overaward in the Federal column; also, on the Student Aid Package tab, the student should have only Pell and institutional/conditional item types up covering the amount of the Federal Need and/or COA before the overaward.
  2. Set the Need Override flag on the last item type in the package that would be expected to reduce to resolve the overaward. 
  3. Click 'Validate' and note the Item Type is reduced anyway, and click the 'Messages' link to see the 9409 edit detail.
