Symptoms

Users are receiving SQL errors when they try to enroll in a program that has multiple effective dates. This is occurring on both the ESS Find Learning and Administer Program Roster pages.

From Administer Program Roster page:

SQL error in Exec. (2,280) LM_ENROL_MAS_WRK.LM_SUBMIT_GRP_PYMT.FieldChange PCPC:2623 Statement:40

From ESS Learning:

SQL error in Exec. LM_PROGRAM_SS_FLU.GBL.LM_PRG_PG_WRK.LM_PRG_REG_BTN.FieldChange PCPC:4219 Statement:50

The issue can be reproduced at will with the following steps:
1. Navigate to Enterprise Learning > Learner Tasks > Administer Program Roster
2. Search for the program with two+ effective dates, and click the Roster button
3. Click Register New Learners button
4. Search for the desired learner and select them
5. Enter any accounting information (if needed) and try to submit the enrollment. Error occurs.
