Financial Aid Batch Processes Scheduled to Run in a Serial Job(Set) Are Overlapping - the Second Process Begins Processing Before the First Has Ended

Symptoms
When scheduling two or more Financial Aid processes to run in a serial job or jobset, the processes are observed to overlap - with the second job is starting before the first one has finished. For example, in one reported case a school had configured Loan Origination (FAPLBOG1) and Loan Date Update (SFA_LNDTUPDT) to run in a two-step jobset within a larger job, and the Loan Date Update was consistently starting to run before Loan Origination had finished.
By definition, jobs configured to run as serial should never be overlapping in this fashion, which has the potential to produce unexpected results or cause one of the jobs to fail (as observed in at least one reported case) with error ORA-00060: deadlock detected while waiting for resource.
The issue can be reproduced at will with the following steps:
- 1. Navigate to PeopleTools > Process Scheduler > Process Monitor.
- 2. Click the Details for the serial Job/Jobset that has completed.
- 3. On the Process Detail page, observe the 'Began Process At' and 'Ended Process At' values overlap.
Changes
The issue is seen after upgrading to Tools 8.60 or a later version of an earlier Tools release. For example, on Tools 8.59 the issue has been reported occurring starting at least with Tools 8.59.16.
