There are blank CF values in PAY_DED_LIAB_AP and PAY_TAX_LIAB_AP

For few employees the CF values are blank that causing issues on FSCM to fail the budget.


The issue can be reproduced with the following steps:
1. Add an off-cycle paysheet - Payroll for North America>Payroll Processing USA>Update Paysheets>By Paysheet
2. Enter the employee and pay an earnings of a positive and negative amount that equals total gross of 92.55 with a refund of 5.74 for OASDI and FICA of 1.34
3. Run the payroll calculation - Payroll for North America>Payroll Processing USA>Produce Payroll>Calculate Payroll
4. Run the confirm - Payroll for North America>Payroll Processing USA>Produce Payroll>Confirm Payroll
5. Run PSPPFUND - Payroll for North America>Payroll Distribution>Commitment Accounting USA>Distribute Actuals
6. Run PAYGL02 - Payroll for North America>Payroll Distribution>Provide GL Information>Commitment Accounting Actuals
7. Query the PAY_DED_LIAB_AP and PAY_TAX_LIAB_AP to verify if there are blank Chartfields for the specific employee's off-cycle paycheck
