Symptoms

When attempting to upgrade PeopleSoft Cloud Manager instance from CM #14 to CM #15, it fails at following step:



The issue can be reproduced at will with the following steps:
1. Log into Cloud Manager.
2. Navigate to Cloud Manager Settings > Manage Updates.
3. Click on Apply button to begin the self-update process.
4. Notice that step: Install Change Assistant And Configure PUM Source And Target Database fails.
