Blank Timezone Values in Schedule Table (PS_SCH_DEFN_DTL) When Assign Personal Schedule For an Employee With a Time Zone Different than the System Default Time Zone (Doc ID 2976425.1)

Symptoms

When assigning personal schedule from "Assign Work Schedule" page for an employee with a time zone that is different than the system default zone, the timezone is not saved in the schedule table PS_SCH_DEFN_DTL. 

Issue exists in Personal Schedule (SCH_DEFN_ADHOC) as well as Standard schedule (SCH_DEFINITION) components.

Due to this issue, the schedule hours are not getting populated in case the timesheets are submitted and approved and the Time Admin process is run.

 

The issue can be reproduced at will with the following steps:
1. Check Base Timezone via PeopleTools >Utilities > Adminsitration > PeopleTools Options (Base Timezone = EST.)
2. Go to Manage Time Reporter Data, change the Time Zone value to AEST and change the Workgroup to Punch Reporters for an employee. Save.
3. Navigate to Assign Work Schedule (Main Menu > Global Payroll & Absence Management > Payee Data > Create Overrides > Assign Work Schedule) and Create Personal Schedule from 12th June 8 AM to 1 PM having timezone as AEST
4. Query the PS_SCH_DEFN_DTL table for 12th June.
Result: an incorrect blank value is loaded into the Timezone field
