Analyze Event Page Sends Emails To All Collaborators Every Time A New Reviewer Is Added Once Pressed on the "Route To" Button (Doc ID 2976510.1)

When adding a new section to the bid analysis page to add a new reviewer then press on "route to" button, system is sending a new worklist notifications to all previous reviewers as well

The issue can be reproduced at will with the following steps:

1. Navigate to : Sourcing > Maintain Events> Analyze events and choose any ended event.
2. From the drop down list choose : Invite collaborators and choose any user.
3. Press on Route to button and notice that this user received a notification about this bid analysis.
4. Now from the same navigation add a new section to add another reviewer.
5. Press on Route to .
6. First reviewer will again receive another notification for the same event.
