When creating a change package for Tax Update 23-C, receiving thousands of extra unexpected patches.
STEPS to REPRODUCE

The issue can be reproduced at will with the following steps:
1. Download PUM Image 47
2. In the PUM Image, navigate to PeopleTools > Lifecycle Tools > Update Manager > Update Manager > Define Change Package > Update Package
3. Create the Change Package for 23-C
4. On the Fifth train stop, when requisites are pulled in, thousands are added.
