Symptoms
WORKFORCE_SYNC message is not sending the Establishment ID field from HCM to ELM.
The issue can be reproduced at will with the following steps:
1. Add/update an employee's Job Data in HCM so WORKFORCE_SYNC message is sent. (For example, by updating at Workforce Administration > Job Information > Job Data)
2. Navigate to PeopleTools > Integration Broker > Service Operations Monitor > Monitoring > Monitor Asynchronous Services. Drill into new WORKFORCE_SYNC message that was just sent. Verify in the XML for the message that the Establishment is blank.
