HCM: Some Employees were Excluded in the First Process Update by Plan/Paygroup, HR_CMP008.

Symptoms
When running the process Negotiated Increases, it did not create records for anyone who previously have another record in the same period. Some employees were excluded in the very first process Update by Plan/Paygroup, HR_CMP008.
The issue can be reproduced at will with the following steps:
1. Log in as an Administrator
2. navigate to Compensation --> Base Compensation --> Maintain Plans -->Update by Plan/Paygroup
3. After process completes, determined if employees were excluded.
