NY Metropolitan Commuter Transportation District (MCTMT) RATES

As per the state of NY, the payroll expense attributable to each Zone is tiered (https://www.tax.ny.gov/bus/mctmt/emp.htm):

Zone 1: Over $0 but not over $375,000 - .11% (.0011); Over $375,000 but not over $437,500 - .23% (.0023); Over $437,500 - .60% (.0060).
Zone 2: Over $0 but not over $375,000 - .11% (.0011); Over $375,000 but not over $437,500 - .23% (.0023); Over $437,500 - .34% (.0034)

Oracle only presented one rate for each zone, which is the highest rate of .60% and .34% for Zones 1 and 2, respectively.

Are there only two rates?
