ELM 9.2: Survey Launch Button is Greyed Out if Survey Has already been Filled by the Learner (Doc ID 2978990.1)

After completing a class that is linked to a survey, learners can launch and submit that survey. This can be done if the "Launchable from History" option and the "Allow Completion from History" option are enabled

In this situation, when the survey is filled in by the learner, the survey can not be launched again, although the launch button is still visible and active.

Steps to reproduce the issue:
1. Take a class that has the Launchable from History and the Allow Completion from History enabled.
    Enterprise Learning > Catalog > Maintain Classes
2. As a learner, enroll and complete the survey.
    Employee Self Service Homepage > Learning tile > Find Learning tile to enroll and complete.
3. Navigate to Main Menu, Self Service, and My learning, and check the above class.

4. The Launch button is displayed and active.
However, when clicking the button page seems to load, a loading gear is present, but a few seconds later nothing happens.
