EGL: Journal Approval Email Link Error When Link Already Used to Approve, "An error occurred while attempting to display the selected transaction. Please contact administrator." (Doc ID 2979069.1)

Symptoms

Approval Journal send out emails to appropriate approvers. The email link is used to approve a journal by a user. This same email link is used by a second user to approve the same journal. When this second user clicks on this email link, an error is received. This started occurring with 9. PUM 45.

STEPS
-----------------------

1. PeopleTools > Security > User Profiles > User Profiles
    a. GLS2 - Mitchell,Karen > Email ID = email address defined
    b. GLS3 - Shepard,Joshua = email address defined
    c. Both have boxes checked for Workist User and Email User 

2. Set Up Financials/Supply Chain > Business Unit Related > General Ledger > Ledger for a Unit > US003
    a. Ledger Group = RECORDING
    b. Approval Option = Require Approval

3. GLA1 add Journal: General Ledger > Journals Journal > Entry Create/Update > Journal Entries
    a. Add Journal = J3
    b. Edit Journal
    c. Approval tab
    d. Click Submit icon
    e. Listed under Multiple Approvers: GLS2 - Mitchell,Karen and GLS3 - Shepard,Joshua

4. Check email for GLS2 - Mitchell,Karen
    a. Email received
    b. Click email link
    c. Login to PS as GLS2
    d. Click Approve icon
    e. Enter Approver Comments
    f. Submit

5. Check email for GLS3 - Shepard,Joshua
    a. Email received
    b. Click email link
    c. Error received
