Email is not being sent for Event Invitations (Doc ID 2979280.1)

Symptoms

When creating an event and sending, Event Invitations, the email is not being sent to the Bidders.


The issue can be reproduced at will with the following steps:
1. Navigate to the Create Event Details page. (Menu> Sourcing> Create Events> Create Event Details)
2. Add a New Value. Enter a BU and click Add.
3. Enter Event Name and End dates.
4. Click on the Line Items link
5. Enter required information.
6. Click on the Save Event Changes button.
7. Click OK.
8. Click on the Bidder Invitations link.
9. Invite Bidders.
10. Post the Event.
11. Log in as VP2
12. Click on the Notification List and click on our event
13. Click Approve.
14. Email is not received for our Event
