Why is a purchase order allowed to add a contract line item when the contract line maximum amount is blank ?

Scenario :
1. Navigate : Procurement Contracts >Add/Update Contracts
Create a contract with adhoc item (Maximum Line amount is blank)
2. Approve and Save
3. Navigate : Purchasing > Purchase Orders > Add/Update POs
Create Purchase Order
4. Add Adhoc Item with $10
5. Select the Contract ID and Contract Line item
6. Save
Note : The system saves the purchase order but the contract line item's maximum tax amount is blank
