E-PIA / E-PORTAL: The Process Monitor Page Gets Frozen After Upgrade To PeopleTools 8.60.06

Symptoms
After upgrade to PT 8.60.06, users are experiencing issues on the Process Monitor page.
On the Process Monitor page, the user cannot navigate to "Server List" tab, or "Report Manager". Searching for processes that were run is also not possible.
The upgrade ran successfully, no errors and warnings in log files.
The issue was reproducible in the customer site with the following steps:
1. Navigate to PeopleTools > Process Scheduler > Process Monitor, or access the page from a Run Control page of a process.
2. Try to go to the "Server List" tab, or click the "Report Manager" link.
3. Observe that the page freezes.
