EGL9.2: Under Commitment Control A User Linked to Budget Security Rule With Type 'Allow' Cannot Override a Budget Transfer Journal That Has a Security Error "Security Error(18021,998)" Without Completely Going Out of The Page And Coming Back In (Doc ID 2984317.1)

Symptoms

A user linked to General Ledger / Commitment Control / Budget Security Rule with Type 'Allow' cannot override a budget transfer journal that has a Security Error without completely going out of the page and coming back in; then must click Save to get the budget status to go from 'Security Error' to 'None' before being allowed to click Process to trigger budget checking and complete the budget security override.
Only occurs for override of security error with budget transfer journal and not for override of security error for regular budget journal.

The error is displayed on the application page Enter Budget Transfer.

Bug 34792844 fixed where the user linked to Budget Security Rule with Type 'Super User' could correctly override a budget transfer journal by just clicking the Process button without having to click Save, however, it did not fix the issue for where the user is linked to a Budget Security Rule with Type 'Allow'.

Replication Steps:

1. Set up Security Rules for below events under navigation Commitment Control > Define Budget Security > Rule Definitions:
-ENTRY (Allow)
–INQUIRY (Allow)
–OVERRIDE (Super User)
-TRANSFER (Allow)
2. Assign Security Rules to User ID ‘GLS1’ under navigation Commitment Control > Define Budget Security > Assign Rule to UserID:
-ENTRY (Allow)
–INQUIRY (Allow)
–OVERRIDE (Super User)
3. Assign Security Rules to User ID ‘GLS2’ under navigation Commitment Control > Define Budget Security > Assign Rule to UserID:
-TRANSFER (Allow)
4. Logon as GLS1 - enter budget transfer under navigation Commitment Control / Enter Budget transfer; when clicked Save, got Security Error [correct]

Message

Security Error(18021,998)

 5. Logon as GLS2 - opened above budget transfer, saw Security Error, when clicked Process (without clicking Save first) it remained in Security Error.
User has to go out of page then come back in to first click Save, where it changes from Budget Security to None, then post the budget transfer journal [ISSUE].
