When using an HTTP Basic Authentication password containing the special characters ">" and "<" in an outbound REST service, the password is encoded incorrectly, and the following error message is seen in the Integration Broker (IB) errorLog.html file.

HttpTargetConnector:ExternalApplicationException. External System responded with Http Response Code:500

Steps to replicate the issue:

1. Create an outbound REST service that uses HTTP Basic Auth.
2. Include special characters such as the ones above in the HTTP Basic Auth password.
3. Send the request, open the errorLog.html, and observe the errors above.
