On Peopletools 8.60,
HCM 9.2 PI 46,
Windows 10,
One was trying to deploy Health Center as a self-monitoring system.
As soon as one starts the application server with the setting EnablePPM Agent=1 in psappsrv.cfg file available in <PS_CFG_HOME>/appserv/DomainName, one gets the above-mentioned error in the APPSRV.LOG (in <PS_CFG_HOME>/appserv/DomainName/LOGS/APPSRV_MMDD.LOG):
One did not try to fix the issue by disabling the PPM Agent, this was not an option as Health Center requires the agents to be enabled.
One tried below steps to no avail:
1. Clearing the Application server cache after shutting it down.
2. Setting the PPMI URL and Monitor URL to NONE.
3. Setting the PPMI URL and Monitor URL to point to the load balancer.
4. Setting the PPMI URL and Monitor URL to point directly to a web server.
5. Setting the PPMI URL and Monitor URL to NONE.
6. Attempting to enable the agent on a different application server (and received the same error on the new application server).
