Incorrect Payroll Results When Both PI And Element Assignment By Payee Has Same Element And Has Retro (Doc ID 2985049.1)

Symptoms

Incorrect Payroll results when both PI and Element Assignment by Payee has same element and has retro.

Ex: In Calendar 1 Employee A has Deduction-A positive Input for -713.59 and on Element Assignment by Payee 719.91000
and the results are
Calendar 1:
Deduction-A  719.91000 Instance 1
Deduction-A -713.59000 Instance 2

Calendar 2: In Calendar 2 there is a retro backdated and the results are now modified as below which is incorrect
 Deduction-A -713.59000 Instance 1
 Deduction-A -713.59000 Instance 2

Steps to reproduce the issue:
1. Ensure that the element is added in retro process overrides with Retro calc option set to "Do not recalculate".
2. Enter PI with negative amount (Navigation: Global Payroll Absence management > Payee Data > Assign Earnings and Deductions> One Time Positive Input)
3. Enter Element Assignment by Payee to the employee for the same period (Navigation: Global Payroll Absence management > Payee Data > Assign Earnings and Deductions> Element Assignment by Payee)
4. Process payroll, Results V1R1 captured shows the two elements processed (Navigation: Global Payroll Absence management > Absence and Payroll Processing > Calculate Absence and Payroll)
5. There is retro to the employee and the V1R2 results are incorrect. The Element assignment by payee element is overridden to Positive input amount. (Navigation: Global Payroll Absence management > Absence and Payroll Processing > Review Absence/Payroll Information > Results by Calendar Group)
