When Running FWS COD Outbound, if the CPS Transaction Number is '00', the Processing Status Stays at Pending Transmission and the COD Document ID is not Getting Updated on the FWS Processing Actions. (Doc ID 2985219.1)

When running the Generate Federal Work-Study COD Outbound process, the processing status remains in an 'Pending Transmission' status if the CPS Transaction Number is '00'.

Using the File Parser process to import Federal Work-Study data to SFA_FWS_STG, and if the .csv file does not provide an ISIR_TXN_NBR, the file parser inserts an '00' in the SFA_FWS_STG.ISIR_TXN_NBR field. The student is selected in the FWS COD Outbound, and is included in the generated XML file.  In addition, the <CPSTransactionNumber> tag will include the most recent ISIR Transaction on ISIR_CONTROL for the student and a row is written to SFA_FWS_DOCUMNT.

The issue can be reproduced at will with the following steps:

1. Create a csv file for two students.  One student will have a value in the ISIR_TXN_NBR field and the other student will not.
2. Run the File Parser Process and verify that the students in the file are loaded to the SFA_FWS_STG record.
3. Navigate to Financial Aid -> File Management -> COD Full Participant -> Federal Work Study Data and for the student that did not have an ISIR_TXN_NBR verify that the value inserted is '00' and the status is 'Pending Transmission'.
4. Navigate to Financial Aid -> File Management -> COD Full Participant -> Generate Federal Work Study and run the COD Out process. Verify that both students are included in the generated XML.
5. Navigate back to Federal Work Study Data and note for the student whose ISIR_TXN_NBR is '00', the status is still in the 'Pending Transmission' status.
6. Tab to the FWS Processing Actions tab and verify that the data in the Awards section is blank.
7. Review the same steps for the student where an ISIR_TXN_NBR was provided on the csv and confirm that the status for this student updates to 'Transmitted' and the data in the FWS Processing Actions will insert a row providing the Seq Num, Document ID, Status and Status Date
