The Select button on the Complete/Reverify EE Form I9 Form Page doesn't sent any email and the Notify button displaying incorrect URL to Employoee to fill out the form (Doc ID 2985336.1)

Symptoms

WorkForce Administration Complete/Reverify EE Form I9 the SELECT/NOTIFY button doesn't notify employee.

The issue can be reproduced at will with the following steps:
1. Select an employee who SELECT button need to fill out a new I9 Form.
2. Login as admin,  Navigation: Workforce Administration > Personal Information > Form I-9 > Complete/Reverify Form I-9 > Employment , click on the        Complete/Reverify EE Form I9 link and the i9 form displays.
3. Click on the SELECT button, is selected and is supposed to send an email to the Employee.
SELECT - (Select this button to send an email notification to the employee to request a new Form I-9.) However, nothing happens and nothing is sent.
4. When selecting the NOTIFY button and populating the fields. An email is sent but it give the employee an incorrect URL to fill out the form.
The URL in the email gives the employee the ADMIN page, which they should not have access to.
