ELM: From My Learning Tile, Fluid My Learning History Page is Blank and Current Learning Page is Blank

Symptoms
From Employee Self Service (ESS) dashboard, My Learning tile, the My Learning History or Current page is blank even though the user has completed a few courses successfully or enrolled in courses successfully.
The issue can be reproduced at will with the following steps:
1. Log in as a Learner
2. Navigate to fluid Employee Self Service dashboard, click the My Learning tile
3. from My Learning tile, click View All Learning link, notice a blank page on Current tab or click History tab, notice a blank page.
