SCC_SL_SMP Is Creating Duplicate Applications. (Doc ID 2988817.1)

Symptoms

The File Parser utiilty is used to load data from a file. The SCC_SL_SMP process is used to run the search/match.  If the same file is loaded again, SCC_SL_SMP is not suspending the duplicate applications, resulting in duplicate applications.  The expectation is if the same file is loaded, even by mistake, twice, the process will suspend the duplicate application.
