E-ES: Getting Error "You are not authorized for this page" When Trying to Open the Manage Configurable Search Page for a Selected Content Reference (Doc ID 2988844.1)

Symptoms

Getting security error when trying to open the Manage Configurable Search page for a selected Content Reference.
Issue happens for any Content Reference that is selected.

Error: "You are not authorized for this page"


The issue was reproducible in the customer site with the following steps:
1. Navigate to PeopleTools > Utilities > Manage Configurable Search.
2. Use a keyword to Search for Content References.
3. From search results, select a Content Reference.
4. Observe the error in the browser:
    "You are not authorized for this page".
