E-CLOUD: CM 16 Upgrade Fails At Step "Cloud Manager PeopleTools Upgrade" With Error "status_message: Failed" For Activity "PsftActivityCloudManagerWinClientInstall" (Doc ID 2989212.1)

Symptoms

When attempting to upgrade the old cloud manager 14 to 16, it fails on step 'Cloud Manager PeopleTools upgrade'.
The following error occurred and captured in out.log file of cloud manager logs -

The issue can be reproduced at will with the following steps:
1. Subscribe to IH channel, to download CM 16 image
2. Start the CM 16 upgrade from navigation: Cloud Manager settings tile > manage updates, apply
