HCM: Manager Cannot See Administrative Tasks Tile on the Team Performance Dashboard

Symptoms
Manager cannot see the Administrative Tasks tile on the Team Performance Tile though the user has all the delivered roles.
Delivered User Roles:
• Fluid Dashboard - MSS ePerf
• ePerformance Manager
• ePerformance Manager Fluid
The issue can be reproduced at will with the following steps:
1. Log in as a User with the required roles for ePerformance Manager
2. From the fluid Manager Self Service dashboard, click Team Performance Tile, notice that the Administrative Tasks tile is not available.
