Primary Incumbents Page Not Displaying Correct Position Data Range Dates (Doc ID 2989368.1)

Symptoms

Primary Incumbents page not displaying correct Position data range dates in case Employee has multiple Records.

The issue can be reproduced at will with the following steps:
1. Workforce Administration > Position Management > Manage Primary Incumbents
2. Search for an existing position
3. An employee has two employment instance 0 and 1. For eg: instance 0 was tagged to position X  from 01-Jan-2016 and is still active in that position. Instance 1 was tagged to position X from 01-Jan-2020 and moved out of the position on 30-Jun-2020.
4. In Manage Primary Incumbents , for position X the incumbent data (empl rcd 0) - the start date is displayed as 01-Jan-2016 and end date as 30-Jun-2020. This is incorrect, the end date should be blank since employee(empl rcd 0) is still tagged to the same position.
