EPY: Job Data Warning for Employee Tax Data Does Not Work if EMPL_RCD > 0 (Doc ID 2989772.1)

Previous Bug 33952694 fixed two issues. Both issues were working fine and generated the warning message as expected.

Now after applying the tax update that included Bug 35020977, the page is getting saved successfully without generating the following warning message:

"when an employee was transferred to a new tax location code using the same effective date as an existing employee tax data row, the JOB changes were saved without issuing warning message 2000,938 and the employee’s tax data and tax distribution rows were not created for the new work state."

The issue can be reproduced at will with the following steps:

1. Manually insert an effective dated row on Federal Tax Data (ie. 09/01/2023) - Payroll for North America>Employee Pay Data USA>Tax Information>Employee Tax Data
2. Add an additional assignment for RCD 2 for the same employee using the same tax location and effective date (ie. 09/01/2023) - Workforce Administration>Job Information>Add Additional Assignment
3. Insert another row for the same effective date of 09/01/2023 and effective sequence 1 for EMPL RCD ‘2’ using a different tax location - Workforce Administration>Job Information>Job Data
4. Warning is not being generated
