EPY: Gross Up On Supplemental Wage as Separate Payment Is Not Calculating Withholding as Expected

Symptoms
Gross Up on Supplemental earning as a separate payment is not calculating withholding as expected on the off-cycle.
When we calculate the payroll, the withholding tax should be calculating at 22% for Federal.
The issue can be reproduced with the following steps:
1. Ensure that the earnings - EAB (Supplemental that has gross pay checked and withhold FWT enabled on earnings table) - Set up HCM>Product Related>Payroll for North America>Compensation and Earnings>Earnings Table
2. Created an off-cycle paysheet and enter the EMPLID - Payroll for North America>Payroll Processing USA>Update Paysheets>By Paysheet
3. Indicate on the Payline, the Earning EAB by inserting a new row on Additional line number 1 as a separate check and Gross Up flag checked on
4. Run the Calculate Payroll - Payroll for North America>Payroll Processing USA>Produce Payroll>Calculate Payroll
5. Verify on the Review Paycheck Taxes that the Federal Withholding was not calculated at 22% - Payroll for North America>Payroll Processing USA>Produce Payroll>Review Paycheck
