ELM: Using Mandatory Learning Process, Learners are not Re-enrolled in the Class After the Renewal Period

Symptoms
When a class is setup for Mandatory Learning Renewal and Learners complete the class, and Administrator runs the Mandatory Learning process, Learners are not re-enrolled in the class after the renewal period.
The issue can be reproduced at will with the following steps:
- Log in as an Administrator
- Set up Learning Renewal period on the Defaults tab, Mandatory Learning Defaults
Navigation: Set up ELM > Learning Environment, {search/select} Learning Environment
- For Learning Environment, add a new class or clone class and set up Mandatory Learning
Navigation: Enterprise Learning > Catalog > Maintain Classes
- Scroll down to Learning Environments and Learner Groups
- Click on Mandatory Learning Setup, Renewal Criteria, and enter a Renewal Threshold Date
{Renewal Threshold Date is prior to the current date.}
- Run Mandatory Learning process
Navigation: Enterprise Learning > Learner Tasks > Mandatory Learning > Mandatory Enrollments
- Add and run process for the specific class
- Notice Learners are enrolled
Navigation: Enterprise Learning > Learner Tasks > Administer Class Rosters, search for ML_RENEWAL_TEST
- Updated a few learners manually: {Update Status to Completed - Attended, In Progress -Attended, Not Completed - Not Attended}
- Run Mandatory Learning process, again.
Navigation: Enterprise Learning > Learner Tasks > Mandatory Learning > Mandatory Enrollments
- Notice, no change to enrollments and no Learners re-enrolled.
