NSC Reporting Method Not Picking Up Oldest Status Start Date For A Specific CIP Code (Doc ID 2990681.1)

Symptoms

The NSLDS guidelines are that if a student starts in a CIP code, even if the student stops attending or switches programs and returns to the same CIP Code, the original program begin date must be reported. 

Testing of the new NSC reporting method shows that it's not following this requirement -  i.e., it's not picking up the oldest start date for a CIP code. 

The NSLDS reporting guidelines (https://fsapartners.ed.gov/sites/default/files/2022-11/NSLDSEnrollmentReportingGuideNovember2022.pdf), section 4.4.8 states "The Program Begin Date is the date the student first began attending the program being reported. Typically, this would be the first day of the term in which the student began enrollment in the program, unless the student enrolled in the program on an earlier date. Note: if a student withdraws from the program and later returns to the exact same program, the Program Begin Date will not change."
