HCM: The 'Display Type' Option For 'Default Tabs' Or 'Tab Only' Does Not Affect Fluid ePerformance Document Layout

Symptoms
Fluid ePerformance documents do not appear to be using the Tabs format setting for the document templates. It is only displaying in Long format.
The issue can be reproduced at will with the following steps:
1. Go to ESS fluid home > Performance tile
2. Create Document, selecting a template that should be tabs only format.
3. Click to view the newly created document.
