Symptoms
When user attempts to run the SSR_HM_PRCS Application Engine Program, The App Engine Program does not patch Field of Education Extension in TCSI Course packet. The Process ends successfully but the log file contains the following error message.

The issue can be reproduced at will with the following steps:
1. Main Menu > Records and Enrollment > Enrollment Reporting > AUS Regulatory Reporting > TCSI > TCSI Campus/Program Process.
2. Enter a Run Control id in the search.
3. Select Academic Institution, Records per POST Request and Provider Type in the run control page.
4. Click on the TCSI Course checkbox.
5. Click on Run button.
6. Select the app engine process SSR_HM_PRCS and then click on OK button.
