EGL: Future Dated Tree Not Getting Picked Up in Combination Rule Chartfield. (Doc ID 2991174.1)

Symptoms

Cloned a Department Tree and saved with future effective date.  Referenced this in Combo rule while changing their ‘Effective Date From’ and ‘Effective Date for Prompting’ dates.
Look up the Tree in Department Chartfield, no matching found.  It seems that Combo Rule does not use the correct effective dates on the setup page.  

Steps to replicate:

1.  As reference for testing, check Combination Rule ASSETS.  It will be noted that this uses Tree DEPARTMENT for its non-anchor chartfield Department settings.
     (Set Up Financials/Supply Chain > Common Definitions > Design ChartFields > Combination Editing > Combination Rule)
2.  Tree DEPARTMENT referenced has an Effective Date = 1900/01/01
     (Tree Manager > Tree Manager)
3.  Copy existing Tree DEPARTMENT and name it to i.e. DEPARTMENT_X, now with Effective Date = 2024/01/01.  Make sure that it is a Valid/Active tree.
     (Tree Manager > Tree Utilities > Copy/Delete Trees).  
4.  Copy the existing Combo Rule ASSETS and name it to ASSET_TST.
     (Set Up Financials/Supply Chain > Common Definitions > Design ChartFields > Combination Editing > Combo Copy/Rename/Delete)
5.  Note that for the new Combo Rule ASSET_TST, it copied the original Combo Rule ‘Effective Date From’ and ‘Effective Date for Prompting’ dates.
     Change both of these dates to future effective date 2024/01/01.
     (Set Up Financials/Supply Chain > Common Definitions > Design ChartFields > Combination Editing > Combination Rule)
6.  Go to Chartfield Combinations tab, and change the Tree for non-anchor Department chartfield, no matching value is found.
