"Attachment failed to download. (18036, 10014) Attachment operation failed for unknown reasons (Attachment built-in error 22)"

Issue can be replicated at will with the following steps:

1. Setup SFTP as default server to upload attachments (SetUp Financials / Supply Chain - Common Definitions - File Attachments - Administer File Attachments)
2. Add an image to the fluid expense report (Home - Employee Self Services - Expenses - Create an Expense Report). Observe that the attachment gets saved to the defined path
3. Try to open the attachment. Gives an error.
