Symptoms
When trying to manage training records for external learners, administrators are not able to find external learners from the Administer Class Roster page.
The external learners appear when doing a Find Learner but the search results return no records.
Steps to reproduce the issue:
1. Navigate to Enterprise Learning > Learner Tasks > Enroll Learners
2. Select the Requestor
3. Select the course and Search
4. Enroll
5. Select the Employee
6. Submit the Enrollment, the learner is not shown.
