Bidder Attachments Disappear When a New Version of Event Type 'RFI' is Created (Doc ID 2991833.1)

Bidder attachments disappear when a new version of event type 'RFI' is created


The issue can be reproduced at will with the following steps:
1. Add a new Event (Sourcing-->Create Events-->Create Event Details)
2. Make sure the Event Format is RFI.
3. Click Add.
4. Enter an Event Name and Description.
5. Click on Event Comments and Attachments link.
6. Click on Add Attachment.
7. Select a file and click Upload
8. Enter an Attachment Description, select the Display to Bidder flag.
9. Click OK
10. Click on Event Bid Factors link
11. Click on Comments and Attachments link
12. Select a file to attach and click Upload
13. Enter an Attachment Description, select the Display to Bidder flag.
14. Click OK
15. Click Return to Event Overview link
16. Invite Bidders then save the Event.
17. Click View All Attachments for Event link.
18. Both Header and Bid Factor attachments are available.
19. Click Return
20. Click on the Post button to post the Event
21. Click OK to the warning
22. Event is now Posted
23. Navigate to Event Workbench (Sourcing-->Maintain Events-->Event Workbench)
24. Click on Create New Version button for our Event
25. Click Yes to the Create new version
26. Enter Event Name and Description.
27. Click on View All Attachments for Event.
28. My Bidder Attachment is no longer available. Only my Header Attachment is present. This is issue #1.
29. Click on Event Bid Factors
30. Click on the Comments and Attachments link
31. Add a new file and click Upload
32. Enter an Attachment Description, select the Display to Bidder flag.
33. Click OK
34. Save the Event
35. Click on View All Attachments for Event
36. Both my Header and new Bidder attachment are available.
37. Save the Event then Post the Event
38. Click OK
39. Navigate to Event Workbench (Sourcing-->Maintain Events-->Event Workbench)
40. Create a new version for our Event (Version 3).
41. Click Yes
42. Click on View All Attachments for Event
43. My Bidder attachment for Version 2 is not available. Issue #2.
44. RFI Bid Factor Comments and Attachments All of my attachments have disappeared.  This is issue #3.
