EEX 9.2: When Trying To View The Attachments On A Paid Expense Report, The Acctng Date, Doc Seqdate And Last Update Date Time Get Updated On the Expense Header Record (Doc ID 2992078.1)

When trying to view the attachments on a paid expense report, the accounting date, doc seqdate and last update date time get updated on the expense header record.

The issue can be reproduced at will with the following steps:

1. Select Old Expense Report (Already Paid and Distributed) (Home - Employee Self Service - Expenses - Expense History)
2. Verify Acctg Date in Table PS_EX_SHEET_HDR
3. Open an old expense report to view attachment
4. Leave Expense Report without doing any changes
5. Observe that Acctg Date, Doc Seq Date and Last Updated date time fields are updated on Table PS_EX_SHEET_HDR
