Supplier Change Request Workflow Email Notification Not Working After Re-Submitting for the Second Time and Beyond (Doc ID 2992110.1)

Symptoms

Supplier Change Request workflow email notification working for Request Information for the first time only. Subsequent Request information notification is not working.


The issue can be reproduced at will with the following steps:
1.Sign in as Requester and navigate to Suppliers > Supplier Change Request >Initiate Supplier Change and create a new change request
2.Requester will receive an email confirming that the change request has been submitted. Email Subject: 'Your Supplier Change Request ID 0000000000000XX has been submitted for approval'
3.Sign in as Approver and navigate to Suppliers > Supplier Change Request >Change Request Approval
4.Push back the request by selecting "Request Information" button
5.Requester will receive an email confirming that the change request is returned and user action is required. Email Subject: 'More information is required for SCR ID 0000000000000XX for Vendor ID 00000000XX'
6.Sign in as Requester and navigate to Suppliers > Supplier Change Request >Initiate Supplier Change and edit the request and resubmit it
7.Requester will receive an email confirming that the change request has been submitted. Email Subject: 'Your Supplier Change Request ID 0000000000000XX has been submitted for approval'
8.Sign in as Approver and navigate to Suppliers > Supplier Change Request >Change Request Approval
9.Push back the request by selecting "Request Information" button
10.No email is received by the Requester.
Expected an email with subject 'More information is required for SCR ID 0000000000000XX for Vendor ID 00000000XX'
