Searching For an Applicant Without A Last Name on the External Degrees Page Results in 'No Matching Values Found' Message (Doc ID 2992134.1)

Searching for an applicant on the External Degrees page without a last name results in a message being displayed.  The applicant cannot be selected, when the expectation is they will be available for selection.

Applicants having a last name can be successfully searched, and selected.

The issue can be reproduced at will with the following steps:

1. Navigate to Campus Community, Personal Information, Biographical, Names;
2. Select an applicant, in Correct History mode;
3. Click the Name History hyperlink;
4. Update the Last Name with a . (a period);
5. Click OK, OK, and Save;
6. Navigate to Contributor Relations, Constituent Information, People, Academic Information, External Degrees;
7. Select the applicant;
8. The message 'No Matching Values' is displayed.
