HCM: Fluid ePerformance Popup Menu Transfer Action Gives Error "Transer To link not implemented yet."

Symptoms
If you set the fluid ePerformance menu pop-up menu to have a transfer option and use it, you receive the following error:
Transer To link not implemented yet.
The issue can be reproduced at will with the following steps:
1. Set up a transfer action on the fluid ePerformance popup menu at navigation: Set Up HCM > Product Related > ePerformance > Fluid Popup Menu Setup
2. Log in as Manager and select Team Performance tile
3. Select Team Documents tile
4. Open the evaluation
5. Select the menu icon to select the option to Transfer the evaluation
